A foreigner can buy a flat in an apartment block without an MSWiA permit, regardless of citizenship. A permit is needed for a house with land, and for land.
What the deal costs beyond the price
PCC tax of 2% on the secondary market; for new builds VAT is already in the price. Notary 0.5–2%, court and księga wieczysta entries a few hundred zloty.
